This paper provides an overview of the evolving Liberalisation process in the context of the European Water sector. The underlying drivers are outlined from the perspective of EU member countries, the EU Commission and the broader international situation. The importance of the Liberalisation process in the balance of relationships between end-users and suppliers and the re-structuring of supply chains is emphasised. The increased relevance and importance of investment planning tools for the management of water and wastewater networks is highlighted.
